In the near future where "The Combine" controls television and news, police lieutenant Jansen is assigned to investigate a bomb hoax at The Combine's 30-story headquarters building. Strange things begin to happen - a murder, more threats and a false confession. Is this just a wild goose chase or is Jansen on to something big? And, what is the 31st floor?
